Background[edit | edit source]

The 'Pacific Integrated Contract' (PIC) is a new commissioning/measurement vehicle from Te Whatu Ora.

K'aute were part of a pilot initiative with other providers during the second half of 2023, and it has been going through consultation and development since then.

Objectives[edit | edit source]

The original aims of the PIC were to:

  • Reduce reporting burden by collapsing Performance Monitoring Reports (PMRs) into a single framework, and
  • Align reporting to a more meaningful outcomes framework.

This was attractive to K'aute because of the large administrative burden of reporting separately on different frequencies against different contracts. Unfortunately at this time the PIC does not include all Te Whatu Ora contracts.

PIC is build around 4 modules, which group together different service level contracts as shown below.

The following contracts/services are all excluded from the PIC:

  • Access & Choice (CYMH)
  • Pacific Kaiawhina
  • Pacific Outreach
  • HOP 241/HOP243/PRIMHD
  • all PPDF Contracts.

Outcome framework[edit | edit source]

Work during 2025 has shifted in favour of a simpler set of metrics which are more consistent across providers.
