Background[edit | edit source]

This article describes implementation of the 'Building Financial and Energy Capability' (BFEC) service within Kotahi.

BFEC is a merging of three separate funding streams into a cohesive programme. The funding derives from WEL Energy Trust,[1] Ministry of Social Development and Ministry for Pacific Peoples.

Objectives[edit | edit source]

Funders of course have their own objectives for contributing funding, however they are aligned and we have developed integrated objectives as shown in the below diagram.

Referral/intake[edit | edit source]

Referral can occur via multiple channels - including internal service referral, or externally via MSD or financial institutions.

Eligibility[edit | edit source]

Eligibility criteria are:

  • Anyone aged 18+
  • NZ Resident
  • Living in Hamilton City
    • Priority given for Pacific people
    • All Whanau ora families to be considered for referral
    • Focus is household/personal finance, rather than business finance.

Referral pathway[edit | edit source]

New 'external' referrals are currently completed in Aiga and follow the legacy referral process.[2] As noted above, we are planning to assess all Whanau ora clients for eligibility, and so there will be another parallel pathway in Kotahi for this 'internal referral'.

Referrals should be actioned and acknowledged within 24hrs of receipt.
